Max Goetz – Non-Domestic Reparations for Gross Violations of Human Rights in Comparative Perspective (2023-present)

Max is a PhD student in Conflict Resolution, a researcher at the Center for the Study of Conflict and their Resolution, and a fellow at the Edmond Safra Scholarship.

His research focuses on setting up a mixed methods dataset on international reparation claims.

Max just submitted his first paper on postcolonial reparation claims. More tba.

Abstract:
This paper examines the changing landscape of postcolonial reparations, driven by the evolving global dynamics between former colonial powers and the Global South. The study hypothesizes that economic diversification and China’s geopolitical influence significantly impact reparative actions. The analysis builds on an original dataset of coded qualitative data on 16 cases, complemented by quantitative economics, diplomatic, and political indices.
The increasing governments’ responsiveness to claims reflects the Global South’s growing economic and political influence and rising normative expectations for historical accountability. However, former colonial powers remain cautious of setting precedents and facing domestic backlash. Therefore, a clear increase in symbolic measures and partial apologies is apparent, but inducing liabilities is strictly avoided.
While a normative paradigm shift towards reparations is not imminent, pressure compels former colonial powers to adopt more responsive stances. The evolving reparations landscape underscores the intricate balance between international diplomacy and domestic politics in addressing historical injustices.
